NEW HAVEN >> It’s not often that you would find someone sleeping in a makeshift shelter in a residential area of Fair Haven at 8 p.m. But, walking the streets at that time of night still has its advantages for identifying those in need of homeless outreach services.

“This is when outreach and communication comes into play,” said Veronica Cruz, one of the volunteer team leaders for the Point-in-Time Count in Greater New Haven Tuesday night. “The goal is to create a relationship so people feel like you can be trusted.”
